We're already getting some badly behing persons on the live forum and admins asked if it was possible to set watches on users. This is thus an explicit request to be able to keep suspicious people under control.

Should admins be able to watch other admins?

Should moderators be able to watch admins?

Anybody with moderator or admin rights should be able to set watches on any user (also moderator or admin).

With the new Watch API implementing these watches becomes trival. All that is required is to fire events from locations where they take place.
